    New Parking Regulations - City of Philadelphia

    Drivers with HP (handicapped) License Plates or Placards

    On May 1, 2001 a new regulation went into effect. Drivers with "HP" (handicapped) license plates or placards will no longer be permitted to park all day at City meters free of charge. Passed by City Council in December, motorists with disabilities must pay to park at City meters.

    Under the new regulations, drivers with HP tags or placards will be given a one hour grace period after time on the meter has expired; any time after, a ticket will be issued.

    This regulation does not apply to individuals with disabilities who
    drive raised roof vans equipped with a power lift or ramp. A new
    feature to City parking will be wheelchair height meters installed at the end of streets, near curb ramps on every block containing
    meters.
