The Community Development Studies and Education Department promotes community development in low- and moderate-income communities and fair and impartial access to credit in underserved markets. The Office works with organizations such as the Philadelphia Parking Authority to ensure that parking policy makes it easy for shoppers to come down town, and it works with the Streets Department and SEPTA to make sure that it is easy for commuters to travel along our city's commercial corridors. The Pennsylvania Environmental Council, celebrating its 40th anniversary, is an environmental action non-profit that protects and restores the natural and built environments through innovation, collaboration, education and advocacy.

The Pennsylvania Horticultural Society (PHS) is a nonprofit organization founded in 1827. PHS operates the nation's most comprehensive community greening program. Since 1974, PHS has supported the design, construction, and care of community gardens, parks, and high-profile public green spaces; the cleanup, stabilization, and upkeep of approximately 8,000 vacant parcels in Philadelphia, and the planting and care of trees throughout the region. PHS has also been involved in the design and construction of green infrastructure projects throughout the city in conjunction with the Philadelphia Water Department and Philadelphia Parks & Recreation. Working in partnership with neighborhood residents, community organizations and city agencies, PHS uses greening as a community building tool. It educates and empowers people to make the city a more attractive and livable place through design and horticulture. PHS's program staff includes a robust team of landscape architects, urban planners, GIS specialists, gardeners, horticulturists, arborists, educators and community outreach professionals.

The Philadelphia Water Department and Water Revenue Bureau serve the Greater Philadelphia region by providing integrated water, wastewater, and stormwater services.
