On your housing application, you can select your gender as "gender neutral." It functions as a third gender category and means you will be placed in a room with others who selected gender neutral, regardless of their genders. The Policy of Equal Opportunity, Affirmative Action and Nondiscrimination At the University of Pennsylvania states that: "The University of Pennsylvania prohibits unlawful discrimination based on race, color, sex, sexual orientation, gender identity, religion, creed, national or ethnic origin, citizenship status, age, disability, veteran status, or any other legally protected class."
Here is a link to the Affirmative Action Office, where you can also find Penn's Title IX Policy, which extends to trans students. If you feel aggrieved based on your gender identity, you can file a complaint. Here is a guide to how the OAA resolves complaints, which includes the form you should fill out.
